Description

The Procurement Compliance Manager will oversee the end-to-end procurement compliance process from a governance perspective. This role will ensure there is robust compliance with contract terms including, policies, SLAs, certifications, and insurance requirements. This role is expected to have a good understanding of procurement processes and will collaborate with Category Managers, Legal, Finance, and business stakeholders to drive adherence to contract terms, procurement standards, mitigate risks, and strengthen supplier accountability. The position will also support the Supplier ranking process, Ariba sustainment and analytics to ensure Purolator’s procurement function continues to evolve as a best-in-class, value-driven model.

Key Responsibilities

Governance & Compliance Oversight

-Develop, maintain, and revise procurement compliance policies, standards, and procedures.
-Establish and oversee supplier compliance requirements, including contracts, certifications, insurance, licenses, ESG, and diversity commitments.
-Build and manage governance frameworks covering sourcing compliance, contract compliance, SLAs, and internal procurement processes.
-Ensure ongoing audit-readiness and support internal/external audit activities.
Supplier Compliance Management

-Monitor and track supplier compliance with contractual terms, service levels, health & safety requirements, insurance, and certifications.
-Manage escalations and disputes, ensuring timely resolution and risk mitigation.
-Develop supplier performance evaluation criteria and support Category Managers with compliance-driven performance reviews.
-Maintain a centralized supplier compliance database and dashboards.
Analytics & Reporting

-Develop reporting and dashboards on compliance, non-compliance, and supplier performance trends.
-Monitor non-compliant spend across POs, categories, contracts, ESG, and diversity metrics.
-Translate large, complex data sets into actionable insights for business decision-making.
-Build analytics models to identify compliance risks and opportunities for process improvement.
Process Improvement & Technology Enablement

-Lead compliance projects leveraging SAP Ariba and automation to enhance efficiency.
-Document and implement electronic approval workflows for compliance validation.
-Support continuous improvement initiatives using Lean/Six Sigma methodology.
-Develop and maintain compliance standards repository and ensure consistent application across procurement.
Stakeholder Engagement

-Collaborate with Legal, Finance, Operations, HR, IT, and other functions to embed compliance requirements.
-Train internal stakeholders on compliance policies and processes.
-Engage with suppliers to address escalations, resolve issues, and reinforce compliance expectations.
-Act as a trusted advisor on procurement compliance matters across the business.

Technical Requirements

-Strong analytical skills with ability to manage multiple complex projects independently.
-Advanced proficiency in Excel; skilled at handling and analyzing large datasets.
-Hands-on experience with SAP Ariba (compliance, sourcing, and contracts modules preferred).
-4–6 years of experience in procurement compliance, governance, or risk management.
-Skilled in requirement elicitation, process documentation, and compliance solution design.
-Ability to identify policy gaps, implement corrective actions, and track insurance, H&S, and regulatory compliance to mitigate risks.
-Strong stakeholder management and escalation handling skills.

Education & Training

-Bachelor’s degree in business, Law, Supply Chain, or related field (preferred).
-Certification or diploma in Compliance, Risk Management, Supply Chain Governance, or ESG/Diversity programs.
-Training in Lean Six Sigma or equivalent continuous improvement methodology (preferred).

Experience & Skills

-Proven experience in procurement, compliance, contract governance, and supplier risk management.
-Experience leading compliance projects, preferably in SAP Ariba.
-Strong communication, influence, and negotiation skills with ability to engage senior stakeholders.
-Demonstrated ability to translate compliance data into meaningful business insights.
-Strong advisory and policy development skills with ability to build governance repositories.
-Results-driven, adaptable, and comfortable with ambiguity.
-Ability to thrive in a multi-location, fast-paced, and evolving organization.
