This position is a tiered position. Incumbents will have a position level assigned based ontheir skills and experience, and in alignment with position development plans. Position placement is at Amtrak’s sole and absolute discretion.

SUMMARY OF DUTIES:

The Senior Project Manager is responsible for managing multiple State of Good Repair (SOGR), safety, capacity, efficiency and strategic projects on host railroad infrastructure as large components of a larger safety, strategic and commercial network improvement program. Individual in this role uses advance knowledge of project management processes and controls to accomplish project objectives by planning and evaluating project activities with some indirect supervision from a senior level Program or Portfolio Manager and may have matrixed subordinate team members. The role requires regular analytical and metrics-based reporting to other staff, Executive Committee, and stakeholders. This position utilizes business and operational analysis skills and drafts contract language to support the timely and cost-effective implementation of SOGR, safety, capacity, efficiency and strategic projects. Negotiates with host railroads to develop the scope, schedule, and budget for the improvement projects. This position collaborates with multiple Amtrak departments including Operations, Law, Government Affairs, Engineering, Real Estate and Finance.

ESSENTIAL FUNCTIONS:

· Coordinate across multiple Amtrak departments, including Business Lines, Law, Government Affairs and Corporate 
· Communications, Engineering, Operations, Real Estate, and Finance as well as vendors and host railroads to ensure timely and cost-effective execution of major project milestones. 
· Develop agreements with host railroads nationwide for the implementation of the improvement projects on host railroads. · Establish collaborative partnership among stakeholders to facilitate rapid project scoping, financial and resource decisions. 
· Identify, document and elevate cross-organizational and vendor-driven dependencies, and work with managers and peers across the organization to develop and implement appropriate dependency management processes. 
· Establish appropriate project governance structures and processes by engaging executive sponsor and key stakeholders to develop appropriate thresholds and cadence for governance discussions. 
· Develop integrated master schedule including budget baseline, timeline, cost, forecasts, funding source and project status.
· Work with senior leaders to contribute relevant data to support annual planning activities

· Provide financial project performance and forecasting reports to senior executives and government regulators.
· Identify and evaluate the risks associated with project activities and work across organization to establish and monitor mitigation plans.
· Identify, document and spear-head evaluation of changes based on cost, schedule, risk and scope impacts as well as cross-functional dependencies. 
· Ensure appropriate packaging of relevant information to support appropriate project change and governance decision processes. 
· Develop and maintain required project management artifacts in accordance with Amtrak Project Management standards and applicable regulations.
· Identify efficiencies and present recommended improvement opportunities at various levels of management.
· Ability to travel periodically to Amtrak stations nationwide, prepare and make public presentations when requested.

MINIMUM QUALIFICATIONS:

·  Bachelor’s Degree required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree
·  Ability to read and interpret contracts and apply their provisions uniformly in a variety of circumstances.
·  Demonstrated project controls, schedule skills (schedule management, schedule reporting) & financial skills (budget management, financial reporting)·  PMP (Must be willing to obtain within 12 months of date of hire)
·  Skilled in use of Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project)
·  Ability to manage multiple priorities within tight deadlines
·  Strong project management skills with prior experience managing complex cross-functional projects in a highly matrixed environment
·  Experience with cross-project/program dependency identification and management
·  Strong Written and Oral communication skills with ability to present complex information and respond to complex needs of a large and visible project or program 
·  Ability to network with internal and external stakeholders, and leverage relationships to resolve complex project issues 
·  Effectiveness working diplomatically across teams with varying objectives. 
·  Must have work authorization in the United States.

PREFERRED QUALIFICATIONS:

· Experience working with or for host railroads
· Familiarity or experience with freight railroad operations and economics
· Experience in contract and agreement writing and administration 

· 5+ years of relevant experience preferred
· Transportation industry experience a plus
· Direct or matrixed people management experience is a plus
· Strong business acumen

COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.

The salary/hourly range is $94,300-$122,256, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
